OMB Memo Expands Authorities of Federal CIOs

An Aug. 8, 2011 memorandum for Heads of Executive Departments and Agencies by Office of Management and Budget Director Jacob Lew, identifies the need to shift the primary responsibilities of federal chief information officers, "away from jut policy making and infrastructure maintenance, to encompass true portfolio management for all IT."

The memo highlights four areas for CIOs to focus on: Governance, Commodity IT, Program Management and Information Security.

It also address changes to CIOs' role in the federal CIO Council.
